Sir John Simon is, however, not unmindful of the

disadvantages under which British exporters labour owing to

the observance by his Majesty's Government of the Chinese

Government's regulations for the impartation of war material,

He would therefore be prepared, subject to the concurrence

of the Board, to authorise Sir Alexender Cadogan on occasion to

make informal verbal representations, similar to those made

by the French Legution, in support of applications by

reputable firms for "huchaos". Such support would only be

afforded in cases where there were no obvious grounds on which

the Chinese Government might be expected to refuse the "hucheoS";

and in no case should the representations which he night make

amount to pressure upon the Central Government to grant a

"huchao" which they would otherwise, with good reason, have

withheld.

Sir John Simon would be glad to learn if the Board

concur in the nature of the instructions which it is proposed

to send to Bir Alexander Cadogan.

office, the Dominions of ice and the Department of Overseas

Trade.
